Principal Consultant leading the Public Financial Management group within Atos Consulting’s award-winning work with international funding agencies and developing and transition countries. His work has focused on financial management and organisational performance improvement for governments in Africa, Asia, the Balkans and the former Soviet Union, building on previous consultancy and management experience in UK public services and an academic/professional background in Development Economics and Chartered Management Accountancy.
Experience
Led and contributed to projects assisting a large number of government ministries and institutions in a range of developing countries (e.g. Bangladesh, Nigeria and Rwanda) and post-Communist transition economies (e.g. Armenia, Russia and Serbia).
Has led and contirbuted to a number of projects covering a broad spectrum of financial management and performance improvement activities. These include: strategic planning and organisation design, medium-term and annual budgeting and financial planning, performance specification and in-year management, budget execution and financial reporting (including implementation of financial management information systems) and audit.
His work has covered the following sectors: Defence, Finance, Health, Local and Regional Government, Police and Public Prosecutions, Revenue Authorities, Social Services, Transport and Utilities.
Key Facts
- Led the Social Budgeting component of the very successful “Support to Poverty Reduction in Leningrad Oblast” (SPRILO) programme in Russia – a programme the Oblast government has stated contributed to reduction of poverty in the region by 360,000 people
- Worked on the “Safety Security & Access to Justice” programme in the Balkans – a programme awarded the Management Consultancies Association platinum award for Best Consultancy Project
