World Bank - Mongolia - Enabling Environment for PPPs in e-Govt

This project assisted the Government of Mongolia to develop a framework for the provision of public services through the private sector through public-private partnership (PPP) arrangements. Although the focus of the project is on e-government services, it was evident that Mongolia’s experience with PPPs is very limited. The project therefore aimed to ensure that a wider enabling environment for PPPs is developed, although the emphasis remained on e-government issues.


Business Challenges

The scope of work encompassed:

  • Design of measures to raise public awareness of the value of PPPs as a means to fund and implement e-government initiatives
  • Development of a strategy for prioritising PPP transaction opportunities in e-government from the government’s ICT Master Plan
  • Developing institutional and human capacity within the government and the private sector to deal with PPPs
  • The development of incentives (such as subsidy schemes) to provide support for individual PPP projects where necessary
  • Bringing about necessary changes in the legal, policy and regulatory environment to facilitate PPP projects

Solutions & Benefits

Atos Consulting undertook a review of the Government of Mongolia’s e-Master Plan to identify potential investment opportunities for the private sector in the delivery of relevant public services, and the potential barriers that might constrain their achievement. An overall strategy for prioritisation of transaction opportunities was prepared.


We also worked closely with the Information Communications and Technology Authority (ICTA) and the Ministry of Finance to prepare a draft PPP law, and PPP policy to overcome the policy and administrative barriers. In addition, a PPP manual for use by public institutions was prepared, providing detailed guidance as well as new government procedures for the appraisal, design, procurement and execution of PPP projects. To promote understanding of the requirements of the new legal and policy framework, Atos Consulting developed a training programme for public officials on PPP concepts and the use of the manual.


A communications plan was prepared to strengthen advocacy for PPPs to key stakeholders across government, the private sector and civil society.
